Foreigners living long-term in Egypt need a residence permit from the Ministry of Interior’s Passports, Emigration and Nationality Administration. For most Chinese residents this is a one-year residence issued with the work visa and renewed every year. Foreigners who buy property in Egypt or deposit foreign currency in a state bank can also apply for one-, three- or five-year residence depending on the amount.

Egypt has no separate “green card”. The end point for long-term status is citizenship, normally after 10 years of continuous legal residence, or through investment. China does not recognise dual nationality, so taking Egyptian citizenship automatically ends Chinese nationality.

Who issues residence permits

Visa extensions and residence for foreigners are handled by the Passports, Emigration and Nationality Administration of the Ministry of Interior [1] (moi.gov.eg [7]). Work-based residence also involves the General Authority for Investment and Free Zones (GAFI), the Ministry of Manpower and the security services: GAFI’s Investor Service Center receives the work visa application, the manpower ministry issues the work permit, and only after security clearance are the work visa and one-year residence issued [1].

Prime Ministerial Decree No. 3326 of August 2023 requires foreigners applying for tourist or non-tourist residence to show a receipt from an authorised bank or exchange company proving that the fees were paid by converting US dollars or another convertible currency into Egyptian pounds [2]. In practice, residence fees must be paid in foreign currency.

Work and free zone residence are from the MOFCOM 2025 guide [1]. Property and deposit residence follow amendments the Egyptian government approved in May 2023; the figures come from a July 2023 report by the industry outlet IMI Daily, which says property must be registered with the national real estate registry and permits renew as long as the investment is kept [3]. We could not confirm these amounts on an Egyptian government website, so check current thresholds with the Passports, Emigration and Nationality Administration before applying.

How the work visa and residence fit together

Most Chinese residents’ residence depends on a work visa; the full process is on Egypt visas and work permits. Points that matter for residence [1]:

  • After arrival the company applies for the work visa at GAFI’s Investor Service Center and receives a 6-month temporary residence; after security clearance the work visa is issued and a one-year residence is processed at the same office.
  • Foreign staff are normally capped at 10% of the workforce; shareholders and managers get a number of work permits based on paid-in capital.
  • Residence follows the work visa. Changing employer means the new company applies for a new work permit.
  • When employment ends, the work visa must be returned to the work visa office and confirmed by the labour authority before the company’s foreign-staff slot is released.

Renewals

According to the MOFCOM 2025 guide [1]:

  1. The work visa is valid for one year. Apply for renewal one month before expiry; it becomes void 14 days after expiry.
  2. Submit the renewal application form, the original work visa, the security services’ renewal approval form, a report on the Egyptian assistant’s work, and a postal order for the fee.
  3. Once approved, a new work visa is issued, and the holder then obtains a new one-year residence with it.
Renewal year Renewal fee (EGP) Work permit fee (EGP)
Years 1–3 From 5,000, plus 1,000 a year 2,000
Years 4–6 From 10,000, plus 1,000 a year 2,000
Years 7–10 From 15,000, plus 1,000 a year 2,000
Year 11 on From 20,000, plus 2,000 a year, capped at 52,000 2,000

These are the guide’s figures; actual charges are set at the time of application. The one-year validity runs from the application date, so less time is left by the time the visa is issued. Note the next renewal date as soon as you receive the new residence.

Dependants

The MOFCOM guide says employers and their family members are not counted in the 10% foreign staff cap [1], but we found no official public guidance on the conditions, documents or fees for dependant residence. Legalised marriage and birth certificates are usually needed; see Notarization, apostille and legalization. Confirm the exact requirements with the Passports, Emigration and Nationality Administration or the company’s lawyer.

Permanent residence and citizenship

Egypt has no “green card”-style permanent residence. Property and deposit residence can be renewed, but IMI Daily notes that it does not lead directly to permanent residence or citizenship [3].

Naturalisation: under Law No. 26 of 1975 on Egyptian Nationality, naturalisation normally requires at least 10 consecutive years of legal residence, adulthood, stable income, good conduct, no criminal or security record, Arabic proficiency and a medical certificate; foreigners married to Egyptians for two years with continuous residence in Egypt may also apply [4].

Citizenship by investment: according to the AIDA summary updated in 2025, the routes are a non-refundable payment of at least USD 250,000 to the treasury, a USD 500,000 deposit held for three years, property worth at least USD 300,000, or an investment of at least USD 300,000 in a GAFI-approved project that creates jobs [4]. Approval rests with the Ministry of Interior and requires security clearance.

Dual nationality: Article 3 of the PRC Nationality Law states that China does not recognise dual nationality for Chinese citizens; Article 9 states that a Chinese citizen settled abroad who voluntarily acquires a foreign nationality automatically loses Chinese nationality [8].

When a permit lapses or is cancelled

  • According to the MOFCOM guide, Egyptian missions abroad generally will not issue a new visa to someone who has overstayed in Egypt, and police carry out spot checks on foreign staff at small and medium firms [1].
  • A government decision of August 2023 lets foreigners residing illegally regularise by paying a USD 1,000 fee and providing documentation from an Egyptian host. On 9 September 2026 the cabinet approved a further one-year extension of the deadline; those who do not regularise lose access to services state institutions provide to foreign residents [5].
  • In August 2025 the Chinese Embassy in Egypt reminded Chinese citizens to keep their passports, visas and residence permits valid to avoid problems entering and leaving [6].

If documents are confiscated during a check, stay calm, ask for a receipt and contact the embassy; see Consular protection.

Common problems

  • Working on a tourist visa: it cannot be converted into work residence and is risky during police checks [1].
  • Relying entirely on agents: work visas go through a long security review that no agent can guarantee. If refused, appeal to the labour authority within one month [1].
  • Passport expiring: the residence is placed in the passport; see Renewing a Chinese passport abroad.

Overseas Chinese (huaqiao) status

Under the Overseas Chinese Affairs Office regulation defining overseas Chinese status, a huaqiao is a Chinese citizen settled abroad. “Settled” means holding long-term or permanent residence rights in the host country and having lived there for two consecutive years, with at least 18 months of actual residence in those two years; a person without such rights who has lived there legally for five consecutive years with at least 30 months of residence also qualifies [9]. Chinese citizens with multi-year Egyptian residence who live there long-term can use this to establish huaqiao status for some matters in China, subject to the requirements of the office handling the case.
